Main routine pscondleaf is called by the canopy biophysics module
which scales up fluxes from the leaf to the canopy level.
Physiological status routines, frost_hardiness and par-phenology, are
necessary for seasonal variation in leaf photosynthetic capacity in
biophysics-only runs, and are also used by the phenology module when
prognostic phenology is run.

maintenance respiration,
tissue growth respiration (from phenology/growth module, distributed
over the day at physical time step),
and estimation of a plant's daily respiration requirement.
Physiological routines include water stress routines and other
miscellaneous.
