Summary: relayer_hybridlayer_input read and relayer atm state on standard hybrid layers to whatever the model layering is. Relayering currently performed by vint_logp for historical continuity with hindcasting runs that performed the relayering with external codes; this means that the relayering is not conservative. Other continuity choices: - reading u,v at B-grid locations (and aux B-grid surface pressure for relayering) - vertically interpolate log(q) rather than q.
